For what it is, I would totally understand a lottery practice if there were only 5 stands in total (signed, or not), I also understand that the lottery practice would fit for such occasion, but if thats the case, no shop could have sold it as a buy out option, Nin Nin or other.
It would also be very odd on a manufacturing viewpoint, if you take other lottery’s or rare figures as an example, they’re usually the same shape and/or size, but with a different color, that is so that they could keep the manufacturing process the same and not spend costs for a small batch of items that would not cover the manufacturing expenses.
If anything I find it very odd, but based on the information available to us here and on GSC, I doubt anyone will have a clear answer.


nin nin has been known to be unreliable, so I'm unsure of what you mean that you doubt this is something they would do.

It was only mentioned that 5 people will get the base if they win the lottery on GSC Japan. A comment 27 days ago also asked the same question.
